Great write-up. Your first possibility would have seemed almost unfathomable to me not too long ago, but after the last few years I’d believe it instantly.
Nuclear war isn't an option in Ukraine as US boots on the ground isn't an option. The only real threat is Iran-Israel but Iran's not in the game atm. China just wants to make TVs, Kim just wants a few bucks to feed his people. There's more chance of an alien turning up than a warhead.
I'd been led to believe nuclear war could break out if even if it was not the initial intent. That's part of the classic nuclear armageddon narrative anyway.
Besides almost all people in USA secretly want the 'swamp' in DC to be purged, they just fear their own Government too much to do it, so if Russia or China will Nuke DC, then like in Wizard of Oz when Dorthy threw water on the witch, the people of the USA will cheer.
